1) Copy vsh.self and reActPSN - v2.20.pkg to USB media.
2) Create an /exdata folder on dev_USB000 media and copy any downloaded .rap and .edat files into this folder. (must be dev_usb000 port-USB port closest to BD drive)

3) Plug USB media into USB port on the right.
4) Use multiMAN and go into MultiMAN Setup (multiMAN's XMB screen)
5) Enable the Write Access to /dev_flash option (located at the bottom in Settings column, if it isn't there, hit triangle and click on Advanced Settings)
6) Make a backup of your original vsh.self in case you mess up. (/dev_flash/vsh/module)
7) Now in multiMAN's File Manager copy the vsh.self file to /dev_blind/vsh/module (overwriting the old one)
8) Disable the Write Access to /dev_flash option then reboot your PS3. (don't reboot until you disable this option)
9) Install reActPSN - v2.20.pkg from Install Package Files.
10) Create a new user account on the PS3 and name is aa.
11) Now launch reActPSN, your PS3 will reboot and your aa user account will now be renamed to something like reActPSN 2.0.
12) You can now install your game .pkg's and they will be unlocked and ready to play.

If you want to add new games with new .rap/.edat files you'll need to log into the reActPSN 2.0 user account, rename it to aa
again, then launch reActPSN again so it grabs all your new .rap/.edat files.

If it doesnt work try running it again, i remember when i ran it the first time it didn't work properly, so run it 2x in a row
and see if that helps.

Are your instructions with or without the dongle inserted?

Not that it's any relation but, I've read that TB users have had the same issue and some have stated that the dongle needs to be removed. I'm just seeking more clarity to mock the exact steps you took considering you successfully did it with Cobra.

I kept the dongle inserted and it worked fine.

I use a PS3 Nyko USB media hub. I had to remove that for it too install properly.

I also kept the dongle inserted, the process went fine. Had to buy a usb hub so that i could have the dongle in and the usb hdd on port 000 but it ran fine, all i can say is after the first time i ran reactpsn all my games for it didnt work error 8xxxxxxxx. After running a second time everything went fine. I also moved from rebug to cobra but I did have a psn online ps3 as well.

So I just tried that step by step and ran it twice and still same thing. I deleted all user accounts and started from scratch and tried again and still same thing. My ps3 has 4 usb slots and the usb stick is all the way to the right and the cobra usb is 2nd from the left. So it looks like empty, cobra, empty, usb stick. Is that messing it up somehow? And since my ps3 isn't psn activated is there a way to activate it while on cobra cfw?

Not while on Cobra cfw. My PS3 had never seen PSN before. I believe I signed in while on rebug cfw.
