i had to solder a 0.1uF metalized-film capacitor across ground and the f connection on the glitcher II. after that, boot up on my jasper went from rarely / very slow to 100% and very quick (5-10 secs at most).

Hello

check your soldering for bridges very closely, it Sounds very much like solder point "C" is shorted across to the outer bridge, it is very easy to do this by accident unless you are very careful, the best way I found on these is to tin your kynar wire then bend it into "hook" with the end of the wire pointing down, then place the wire on the pre-tinned point you want solder it onto, then set the wire in place with some hot glue (this saves you holding it with your fingers while attempting to solder it) the "hook" allows your wire to meet the very tiny solder point vertically and thus prevents any chance of bridging/shorting.

with the pre-tinned wire in the correct place you can solder it to the board very quickly knowing it is not going to move or cause a bridge.

i hope that helps

regards
